Ending Poverty, development, transformation, protection, call to action, verbs that denotes century old good intentions but has very minimal effect to the lives of the Indigenous Peoples.

I commend Hon. Ban Ki Moon when he expressed the six essential elements to frame and reinforce sustainable development enumerated as:

1.  Dignity – to end poverty and fight inequalities
2.  People – to ensure healthy lives, knowledge and the inclusion of women and children
3.  Prosperity – to grow a strong , inclusive, and transformative economy
4.  Planet – to protect our ecosystems for all societies and our children
5.  Justice – to promote safe and peaceful societies and strong institutions
6.  Partnership – to catalyze global solidarity for sustainable development

I like to put emphasis on Justice….What kind of Justice are we giving the world and the people living in it?  How can we possibly end poverty, transform, develop, protect without justice?  Justice for the seen and the unseen creatures of the Almighty.

 If justice has not been catered to the seen and tangible beings how much more can Man cater justice to the unseen creatures being mandated by God to have dominance over His creatures.



The Indigenous Communities of the world received the least self-actualization of Justice in the world. Despite the recently concluded World Conference of the Indigenous Peoples on September 22-23 2014  injustices to the lives of the poor and  underprivileged tribes are prevalent. 

Why?  Because Justice has not been served.

The injustices to the least of our brethren brings karma because the Indigenous peoples being the bearer of the LAW OF NATURE has not been heard of, their opinions much so our Top Officials only occasionally listened  to the instructions of the Ancestors.

 And not listening to the tribes who are the bearer of the Law of Nature can cause Global Climate Change.  I repeat …

We have to admit that not all tribal lines of this generation still implement the Customary Laws and Traditions that their ancestors have bequeathed to them. I am referring to the Original Aboriginal  Indigenous Lines around the world that exists through the guidance of the Spirits of the Ancestors and the Omnipotent Being. The blessed ones.  Those that received the messages from the air, the water, the sea, the fire, the earth, the mountain and all the elements that surrounds us.

To fully attain justice in all fields and to fully transform our world beyond 2015 respect of the TRIBAL JUDICIARY SYSTEM is a must.  The decision of the tribes to their ANCESTRAL LANDS AND DOMAINS must be fully respected in order for the sacred ground to be protected and not be desecrated.

No justice for the tribes no justice for the world for no nation existed without the aboriginal people. The more the Indigenous Peoples are taken for granted the more problems will arise specially from Mother Nature who is the Global Spiritual Police of each nation.

Millions of dollars have been wasted for meetings and conferences but has not and cannot solve the problems because the ancestral intervention do not manifest.  The ways of men is so different from what the ancestors wanted.

Hon. Ban Ki Moon, as the most influential person of the world we thanked thee and the United Nations for the Declaration of the Rights of the Indigenous Peoples let us empower the Tribal Judiciary system so that the spirits of the ancestors will heal the broken land. Tribal Judiciary System is a system of giving justice since time immemorial.  Justice between the seen and unseen, the written and the unwritten.
It is not only men that suffers poverty but Spirits, it is not only men who screams for justice but also Spirits.  The United Nation has the fundamental, central, ultimate right to transform humanity into a more sensitive human being for the United Nations is tasked to convene the physical bodies representing the Moon, the Stars, the Waters, the Earth, the Sun and all representing Mother Nature, the United Nations is spiritually mandated to listen to the demands of the Unseen or else many will suffer all the more.

Let us not do things for grandstanding but be a true Mother and Father for all Nations. Give justice to every centavo that comes out of the Reservoir of Finance for we shall be accounted physically and spiritually.  Support the Original Indigenous Lineage that implements the Customary Laws and Traditions for it can help a lot in the transformation.


On December 30, 2014, the day of our National Hero Dr. Jose Rizal, the Jury of the Tribal Judiciary System of the Tribal Government of the Philippines shall convene and offer prayers for your success.

DECLARING THE PERIOD FROM JULY 3-9, 1988 AND THEREAFTER THE SECOND WEEK OF JULY OF EVERY YEAR AS “CULTURAL COMMUNITIES WEEK”.
WHEREAS, the government, fully cognizant of the importance of indigenous tribal Filipinos to national unity and development, recognizes the need to promote and preserve their rich cultural heritage, not only for the Philippines but also for the world; and
WHEREAS, in order to achieve that end and likewise enhance better understanding and cooperation among our people, it is imperative to focus attention on the colorful ethnic culture of tribal Filipinos by setting aside an appropriate time for that purpose;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare July 3-9, 1988 and, thereafter, the second week of July of every year as “Cultural Communities Week”, under the auspices of the Office for Southern Cultural Communities and the Office for Northern Cultural Communities.
All government agencies, private organizations and the mass media are enjoined to give the necessary cooperation and support in this undertaking.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

GOVERNOR HIGYAWAN HAS MADE A LOT OF BREAKTHROUGH IN THE LIVES OF THE INDIGENOUS PEOPLES LIVING IN THE REMOTE AREAS OF THE PHILIPPINES. 

GOVERNOR HIGYAWAN ALWAYS EMPHASIZED IN HIS DEALINGS WITH THE INDIGENOUS PEOPLES THE IMPORTANCE OF THEIR IDENTITY THAT MADE THEM SO UNIQUE IN THE EYES OF THE CREATOR.  THAT UNIQUENESS IS THE ULTIMATE GIFT THAT THE CREATOR HAS GIVEN IN ORDER FOR HIM TO IDENTIFY.

HE TOLD THEM THAT WHATEVER HAPPENS OUR IMPLEMENTATION OF CUSTOMARY LAWS AND TRADITIONS WILL ALWAYS BE OUR ULTIMATE WEAPON   IN ORDER FOR US TO SURVIVE BECAUSE KNOWING OUR ROOTS, KNOWING OUR FOREFATHERS, AND DOING THEIR MANDATED TASK WILL ALWAYS BE AN IDENTITY OF THE PAST AND THE WEAPON OF THE FUTURE.

THESE INDIGENOUS PEOPLES HAVE SURVIVED AND HAVE NOT BE NEGLECTFUL OF THEIR CULTURE, AND IN MANY YEARS OF TRAVEL ALL ACROSS TRIBAL AREAS AND TERRITORIES THESE GROUP HAS BEEN SO DIFFERENT AND  A TRADEMARK NOT TO BE FORGOTTEN.

2014 NEW YEARS MESSAGE TO THE TRIBAL NATIONS OF THE PHILIPPINES AND THE TRIBAL NATIONS OF THE WORLD

It is indeed a New Year now ...and I thanked the year that passed for the lessons learned for the meaningful reminders that beseeched my Country the Philippines when a month before Christmas November 8, 2013 to be exact Typhoon Yolanda has visited us ravaged and damaged all that she can in all her might.

Typhoon Yolanda gave a magnanimous lesson in the eyes of the whole world. 
A lesson may it be to a country, to a political leader, to businessmen, to middle-class men, to the elite society, to churches and its leaders, to religious orders and their hierarchy,  to the privilege and underprivileged people of my country.

May i remind you that on May 21-May 27 2013 the Tribal Government of the Philippines initiated the International Tribal Congress with Emphasis on Customary Laws and Traditions with the theme " Sharing Worldwide Indigenous Wisdom and Culture in Addressing Global Climate Change ".  This International Tribal Congress is not to show that we are  ostentatious with our wealth or to show off that we can do it.  The International Tribal Congress is a "Message" a message from our ancestors to awaken the political leaders of my country on how the Indigenous Peoples can help address Global Climate Change.



It was a decisive move from the Tribal Government of the Philippines to share and impart what the ancestors wanted us to do and what they would do if we are not united in doing what they wanted us to do.


Being a Governance that follows the orders of the Greater Spirits we cannot but obey the orders may the listeners follow or not, may they believe or not...what matters is that no matter how impossible things may be we did what the ancestors have commanded.


In our modern world, this twentieth century, ladies and gentlemen, the Customary laws and Traditions, beliefs and practices of our ancestors seems to be a subject or a performance that is so stranger to the new blood of today may they be indigenous peoples or not.


The traditional systems and knowledge of the ancient times has not been given preference either propensity though time and again they have been talking about it, writing about it, but the unified and combined efforts towards its realization performed by the dynamism of indigenous and non-indigenous people is unconsummated. 

The United Nations Declaration on the Rights of the Indigenous Peoples is "Salvation to Mankind"...why?  for it respects and empower the Indigenous Knowledge , Practices and Customary Traditions that since time immemorial immortalized our ancestors and connects deeply to the remorse effect of Global Climate Change ,..it is the lead ,the source , stoolpigeon of the Natural Law or the Law of Nature.

We must believe that there are creations other than what we see by our naked eye and there should be harmonization between the seen and unseen beings ,this is the gist,the core and the substance of the Indigenous Peoples Rights Act of 1997 and the United Nations Declaration on the Rights of the Indigenous Peoples.  The unification of the Spirit world is the Unification of Mankind and vice-versa irregardless of race, religion, faith, belief, denomination, country and others.

And therefore, let me welcome this year with LOVE and HUMILITY.  Let me welcome HOPE and PROSPERITY. Most of all i respect, i bow down, i salute, i acknowledge those who pray , moved and act for the greater good, for the greater Light and for the best and goodness of Mankind, for those who build rather than destroy, for those who cooperate rather than hinder, for those who edify rather than obfuscate.  

let us fill this year and the years ahead of the One True Light from the Supreme Good Spirit to shed more hope, genuine peace, rightful love and  divine unity.  To all indigenous peoples of the world , the divine aspect in life is immortality achieved through righteousness and believing in the beliefs and traditions of the Olden Times.  let us not squander what our Ancestors have fought and believed in for we shall be traced by blood and by lineage... no matter how far you go and how far you achieved in life...there are Traditions, there are beliefs that goes through your vein and you can not scape...the only way is to uncover your past , know your past so you would know the future.

By knowing who you are is an innate power within that would manifest , would reign, becoming the "YOU" who your Ancestors want you to be.
