  1. Cultural and Educational Engagement – The HIBLA KULTURA FILIPINA project focuses on preserving intangible cultural heritage through exhibits and performances and aims to improve education outcomes in the Philippines. The initiatives involve knowledge-sharing, learning, and engagement with communities, particularly students.

  2. Community and Regional Involvement – The project emphasized working at the regional level. HIBLA requires collaboration with culture bearers and local communities.

  3. Monitoring, Evaluation, and Documentation – The projects required documentation and assessment. HIBLA mandates process documentation of exhibit and performance development, which will  contribute research, evaluation, and policy implementation.

  4. Inclusivity and Cultural Sensitivity – The HIBLA project ensures cultural representation and participation of elders and culture bearers, aligning with emphasis on inclusivity, disability rights, and reaching marginalized communities.

  5. Capacity Building and Knowledge Transfer –The initiatives seek to empower communities, the students through education, whether through artistic and cultural expression (HIBLA) or through formal education consultancy (UNICEF).


  1. Target Audience: Students and Educators – Both initiatives focus on engaging students and educators. HIBLA aims to involve at least 5,000 students in basic and higher education and seeks consultants to improve education policies and programs that directly impact students and teachers.

  2. Knowledge Management and Learning Mechanisms – The projects emphasize the need for structured knowledge capture. HIBLA requires process documentation and evaluation of cultural exhibits and performances and focuses on evidence-based policymaking, research, and system strengthening for education.

  3. Equity and Accessibility in LearningHIBLA promotes inclusivity by preserving cultural narratives and traditions that represent diverse communities. Similarly, it aims to address disparities in education, particularly for marginalized and disadvantaged groups, including children with disabilities and those in conflict-affected areas.

  4. Support for Government Initiatives – The projects align with national priorities. HIBLA supports the preservation of Philippine cultural heritage, often in collaboration with the National Commission for Culture and the Arts (NCCA) and local government units (LGUs) ,  Department of Education (DepEd) to improve the Philippine education system.

  5. Regional and Local Implementation – The programs emphasize regional impact. HIBLA encourages applications from local organizations and LGUs to ensure culturally authentic projects.

  6. Use of Creative and Innovative Approaches – The HIBLA project utilizes artistic expression (exhibits and performances) to preserve and communicate heritage, and for education to bring innovative solutions to address the learning crisis in the country.

  7. Sustainability and Long-Term Impact – The initiatives focus on long-term change. HIBLA seeks to sustain cultural preservation through knowledge transfer and community participation and aims to strengthen educational systems that will have lasting benefits for children and educators.
